It Is Not Allowed To Go To An Area Where There Is A Plague And To Run Away From It (If You Are There When The Plague Breaks Out)
[87] From Malik from Muhammad ibn al-Munkadir and Abin-Nadr, the mawla of Umar ibn Ubaydillah from Amir ibn Sa’d ibn Abi Waqas from his father (Radi Allahu Anhu) that he asked Usamah ibn Zayd (Radi Allahu Anhu), “Have you heard anything from the Messenger of Allah (Sallalahu Alayhi Wa Sallam), about the plague?” Usamah said, “The Messenger of Allah, (Sallalahu Alayhi Wa Sallam), said, ‘The plague is a punishment that was sent down on a party of the Bani Isra’il or whoever was before them. So when you hear of it in a land, do not enter it. If it comes upon a land and you are in it, do not depart in flight from it.”
Malik said that Abu an-Nadr said, “That is, do not depart with no other intention but flight.”

[UNDERSTANDING FROM THE HADITH]
1) A plague is a punishment for the non-belivers and those who reject the truth and is a mercy for the believers. The Messenger of Allah (Sallalahu Alayhi Wa Sallam) said, “That it was a punishment sent by Allah on whom he wished, and Allah made it a source of mercy for the believers, for if one in the time of an epidemic plague stays in his country patiently hoping for Allah’s Reward and believing that nothing will befall him except what Allah has written for him, he will get the reward of a martyr.” (Sahih Bukhari no.3474)
The Messenger of Allah (Sallalahu Alayhi Wa Sallam) said, “Plague is the cause of martyrdom of every Muslim (who dies because of it).” (Sahih Bukhari no.2830 and Sahih Muslim no.1916)
